SB 80, sponsored by Senator Benson, seeks to add this to Maryland code for all terrain vehicle riders:

(B) AN INDIVIDUAL MAY NOT OPERATE OR RIDE ON AN ALL–TERRAIN  VEHICLE UNLESS THE INDIVIDUAL IS WEARING PROTECTIVE HEADGEAR AND AN EYE–PROTECTIVE DEVICE
