2014 HB 36 seeks to repeal, “good and substantial reason” for handgun permits

HB 36, sponsored by Delegate Smigiel, seeks to repeal the requirement that a handgun permit applicant,

(ii) has good and substantial reason to wear, carry, or transport a handgun, such as a finding that the permit is necessary as a reasonable precaution  against apprehended danger

from the Secretary of State Police’s handgun permit issue/denial process.

This would remove some of the subjectivity from the process.
