2014 HB 490/SB 749 would enable collective bargaining for community college employees

hixsonHB 490/SB 749, sponsored by Delegate Hixson and Senator Pugh, respectively, is a 15 page bill for the purpose of (in part):

establishing collective bargaining rights for specified community college employees

This bill adds subtitles to the Maryland education Article, setting a framework for unionization, union elections, appeals, etc.  There may be up to four exclusive collective bargaining units per community college:

THE BARGAINING UNITS SHALL INCLUDE:
(I) ONE UNIT RESERVED FOR FULL–TIME FACULTY;
(II) ONE UNIT RESERVED FOR PART–TIME FACULTY;
(III) ONE UNIT RESERVED FOR THE REMAINING ELIGIBLE EXEMPT EMPLOYEES, AS DEFINED IN THE FEDERAL FAIR LABOR STANDARDS ACT; AND
(IV) ONE UNIT RESERVED FOR ELIGIBLE NONEXEMPT EMPLOYEES, AS DEFINED IN THE FEDERAL FAIR LABOR STANDARDS ACT.
